WAGE RANGE: $5,556.50 - $7,075.70 monthly (2025 Salary Schedule)
ENTRY WAGE: $66,677.95 annually

SUMMARY:
The Community Service Officer is a uniformed, limited commission position which performs duties related to animal control services, parking enforcement, and other parking related services. The Community Service Officer is not a commissioned Police Officer; the Community Service Officer performs a variety of functions that do not require Peace Officer certification. All duties and tasks are expected to be performed in an attentive, effective, efficient and safe manner.
ESSENTIAL FUNCTIONS:
Essential and other important responsibilities and duties may include, but are not limited to, the following:
• Supports, promotes and emulates the values of the Burlington Police Department and the law enforcement profession. Daily leadership through example is of utmost importance.
• Enforce local laws and ordinances as directed by supervision or policy.
• Respond to calls and initiate contacts regarding animal control, traffic control, parking and hulk vehicle, crime prevention, and vehicle lockouts.
• Issue citations for animal and parking related code violations.
• Provide basic animal care, clean-up and transport.
• Testifies in court as necessary.
• Evaluates and reports regulation signage, traffic direction, and signals in need of repair or adjustment.
• Provide traffic control at incidents, special events or when requested by the patrol division.
• Assists with activities associated with office support such as handling telephone complaints, computer work, and filing reports.

SKILLS, KNOWLEDGE AND ABILITIES:
A Service Officer must demonstrate skills and knowledge to successfully handle a variety of situations and incidents. Other skills, knowledge and abilities may include, but are not limited to:
• Ability to communicate both independently, confidently, articulately, and effectively with a diverse and potentially demanding community, both verbally and written.
• Ability to use tact and judgement in the performance of duties.
• Ability to make decisions independently in accordance with established policies and to use initiative and judgement when carrying out tasks and responsibilities.

• Knowledge of laws, codes, regulations pertaining to animal care, custody, quarantine, and disposal.

MINIMUM QUALIFICATIONS:
• Must be at least 21 years of age.
• High School Diploma required.
• Three (3) years’ customer service experience in dealing with the general public.
• Preferred three (3) years' experience with duties closely related to those described above.
• Valid Washington State Driver’s License with driving record acceptable to the City’s insurance carrier.
• Must be able to successfully pass the following:
* Written and oral Civil Service examination
* Background investigation
* Polygraph examination

EMPLOYEE BENEFITS
PAID LEAVE: Sick leave, holidays and vacation provisions are provided through City policy. Currently, regular City employees receive 12 paid holidays per year. Vacation day rates are increased at regular intervals based on length of City service. Sick leave is earned at the rate of 8 hours per month.
RETIREMENT: All regular employees of the City are mandatory members of the State of Washington Public Employee’s Retirement System (PERS) except Law Enforcement Officers and Firefighters who are members of the Law Enforcement Officers’ and Firefighter’s Retirement System (LEOFF). Employees and the City contribute jointly to these plans.
GROUP INSURANCE: Regular full-time employees and their eligible dependents are covered by dental and vision insurance plans. Employees are required to pay a portion of the monthly premium for dependent medical insurance coverage. Employees are covered by a medical insurance plan. Employees are covered by the State Industrial Insurance Act.
EMPLOYMENT
HOURS OF WORK: City employees have a work week of 40 hours, Monday through Friday, however, some positions require night shift, holiday, overtime and weekend work.
SALARY INCREASES: The City provides for a regular progression of salary increases.
UNION AFFILIATION: Job classifications covered by union security provisions may require union membership, dues, or payment of equivalent services fees. If hired, contact a supervisor or union representative to determine the union security provision if any, which may apply to your position.
TRIAL PERIOD: Regular full-time status is subject to successful completion of a 6-month trial period (12 months for Police and Fire Department employees).
PRE EMPLOYMENT DRUG SCREENING: Any offer of employment may be contingent upon the applicant passing a urinalysis test for drug use.
ELIGIBILITY LISTS: The City of Burlington reserves the right to establish an eligibility list to fill any vacancies that may occur in the posted position for a period up to two (2) years.
