POSITION SUMMARY: Provides oversight and guidance throughout the general ledger and fixed assets management functions, including managing the monthly close process, assuring consistency and adherence to general accounting rules and regulations and Tribal policies and procedures.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
General
1. Oversees and guides the implementation of best practices throughout the general ledger and fixed assets management functions.
2. Ensures adherence to general ledger and fixed assets management policies procedures, both within the division and throughout the organization.
3. Evaluates at least annually and recommends changes to policies and procedures as appropriate.
4. Oversees the tribal distribution process in which dividend, elder, per capita payments, and minor’s trust withdrawals are distributed to tribal members.
5. Assists Contracts and Grants Office to ensure accurate recording of contract and grant revenue and expense.
6. Prepares annual indirect cost rate proposal.
7. Hires, supervises, counsels, disciplines, and promotes skills development of direct reports, and conducts annual performance reviews.
8. Responds to information request from external auditors.
9. Responds to inquiries and requests requiring discretion and confidentiality.
10. Responds to requests from the Chief Financial Officer.
11. Performs other duties as requested.
General Ledger
1. Manages the General Ledger module of PeopleSoft.
2. Manages the monthly and year-end closing process, ensuring timely and accurate closing of the books.
3. Supervises general ledger accounting and bank reconciliation processes.
4. Reviews and posts general journal entries and approves requisitions daily.
5. Assists in monthly, quarterly, and annual financial reporting function.
6. Reviews financial reports and trial balances for accuracy and completeness.
7. Reviews monthly error reports and leads efforts to streamline and improve the monthly closing process as a whole.
8. Ensures books are closed accurately and timely each month and annually.
Fixed Assets
1. Supervises the management of the fixed asset module of PeopleSoft, ensuring that all fixed assets data is reported accurately and timely in the appropriate PeopleSoft modules.
2. Reviews summary fixed assets reports and journal entries on a monthly basis for accuracy and completeness.
3. Ensures that a physical inventory of fixed assets is conducted semi-annually.
4. Ensures timely and accurate disposal of fixed assets.
QUALIFICATIONS:
Must have a BA/BS in Accounting or related field and 5 years of experience (within the last 10 years) in an accounting position including 2 years of experience directly related to the general ledger/fixed asset duties. A combination of skills, experience, and training may be used to waive the education requirements of the position.
Must have experience in journal creation, account reconciliation, bank reconciliation, accounts payable, accounts receivable, payroll-related reconciliations, and creation of monthly financial statements. Must have 3 years of supervisory experience.
Must have computer experience with expert knowledge of Microsoft Word and Excel.
Must pass a thorough criminal history background check and pre-employment drug test.
PREFERRED QUALIFICATIONS:
Active CPA certificate.
MBA or MA in finance or related field.
Experience with having work product audited by independent audit firm.
Footnote preparation in accordance with GAAP and GASB.
Working knowledge of PeopleSoft General Ledger and Fixed Assets modules.
Fixed assets accounting experience.
1 year of governmental accounting experience.
LANGUAGE SKILLS:

Ability to present concepts and ideas to staff and clients.
MATHEMATICAL SKILLS:
Ability to add, subtract, multiply and divide in all units of measure.
Ability to compute rate, ratio, and percent.
Understanding of algebraic equations and basic financial formulas.
REASONING ABILITY:
Ability to maintain strict confidentiality at all times, including the ability to recognize situations in which confidentiality is required.
Ability to define problems, collect data, establish facts, and draw valid conclusions.
Ability to establish and maintain effective working relationships with Tribal Officials, Tribal staff and managers, coworkers, and the public.
Ability to exhibit confidence in judgement, decision making, problem solving, and critical thinking skills
Ability to work independently, with a minimum of supervision.
PHYSICAL REQUIREMENTS:
Lifting a minimum of 20 pounds may be required.
Position involves standing, walking, and long periods of sitting.
Work will require the use of computers with exposure to video display terminals, the need to work in front of a computer terminal for extended periods of time and some repetitive motion associated with data entry and the use of a computer mouse.
Adequate hearing is required to hear/talk with all individuals, and to use telephones on a consistent basis.
WORK ENVIRONMENT:
Work is performed in an office setting with some exposure to environmental stress.
The noise level in the work environment is quiet to moderate.
Frequent communication with Tribal members on a daily basis, including telephone as well as face-to-face interaction.
